Strengthening Coordination in Project Implementation

On the morning of May 7, 2026, representatives of the Quang Ninh Provincial Department of Agriculture and Environment, together with relevant departments and agencies, attended a meeting to discuss and agree on a coordination mechanism for implementing the project “Mainstreaming the Assessment and Accounting of Marine and Coastal Natural Capital into Vietnam’s Development Planning to Advance a Sustainable Blue Economy in Selected Sectors” in Quang Ninh province.

According to a report by Ms. Kim Thi Thuy Ngoc, Head of the Science and International Cooperation Division at the Institute of Strategy and Policy on Agriculture and Environment, accounting for marine and coastal natural capital is an important tool for fulfilling national and international commitments, helping to ensure harmony between economic development and the conservation of resources, environmental protection, and marine ecosystems. In implementing Resolution No. 36-NQ/TW on the Strategy for Sustainable Development of Vietnam’s Marine Economy to 2030, with a vision to 2045, the project will carry out numerous research activities in Quang Ninh province to build a database, provide scientific evidence, and strengthen capacity for the management, exploitation, and sustainable use of marine and coastal resources.

At the meeting, the provincial departments and agencies actively discussed the matter and committed to close coordination with the Project Management Board and expert teams in providing data, sharing information, and reviewing and agreeing on technical content to support project implementation.

As part of the meeting, Ms. Tran Thi Thu Ha, a project expert, presented research on the economic valuation of marine and coastal ecosystem goods and services in Quang Ninh province, as well as a study reviewing and updating the Management Effectiveness Tracking Tool (METT) and the Capacity Development Scorecard (CDC) to assess changes in management capacity between the start and end of the project.

Next, Mr. Nguyen Mau Dung presented a study assessing training needs on natural capital accounting methodologies and tools. Mr. Vu Thanh Ca introduced a study reviewing and identifying shortcomings in the management of marine and coastal resources in Quang Ninh in order to propose policy improvement solutions. Mr. Ngo Dang Tri presented an orientation for developing Quang Ninh province’s marine and coastal accounts in line with international natural capital accounting standards.

Speaking at the meeting, the departments, boards, and agencies agreed to strengthen coordination with the Project Management Board and consulting units, proactively provide information and data, and contribute comments on the project’s research outputs. At the same time, the relevant agencies will maintain regular communication and promptly report to the Provincial People’s Committee on implementation progress and any difficulties or obstacles that arise, in order to ensure that project activities are carried out on schedule and achieve quality and effectiveness.

The meeting was an important opportunity for the Project Management Board and agencies of Quang Ninh province to agree on a coordination approach for implementing pilot activities on marine and coastal natural capital accounting. The comments and feedback shared by delegates will provide an important basis for refining the research, contributing to a scientific foundation for policy-making and promoting the development of a blue economy and the sustainable management of marine and coastal resources in Quang Ninh province in particular, and Vietnam in general.
